Family Self-Sufficiency Program (FSS)
The FSS Program administers to families who currently receive housing assistance through the Section 8 Program and are motivated to become independent from government assistance.
The Family Self-Sufficiency Program Mission Statement:
"To provide low income families with the tools and dignity needed in
order to obtain independence from all forms of government assistance."
This program focuses on goal setting and identifying barriers that keep families from succeeding. Our commitment is to helping the family to break barriers through resource referral and individual and group motivation.
What is the escrow savings account?
As the family's earned income increases during the five(5) year period
of participation, the Richland Housing Authority will deposit money
into an escrow account in the participant's name. The money will be
released to the family upon completion of the contract obligations.
This money can be used for a down payment on a home.
What are the contract obligations?
Each family has the responsibility to follow a training and services
plan adopted at the beginning of the five(5) year term. The family
will meet with the coordinator at least four times a year and attend
mandated workshops/functions. In order to receive the ecrow account,
the family must complete all goals, be free from public assistance for
at least a year, and/or be over income for housing assistance.
The final goal for all participants of the FSS Program is for the head
of household to acquire and keep suitable employment based on their
skills and knowledge.
What kind of personal help is available?
Each family will work with the FSS Coordinator who will help modify
their personal service plan, research needed resources, offer individual support and a listening ear.
The Family Self-Sufficiency Mentorship Program will utilize members of
the community who are willing to offer their time to help FSS families
reach their personal goals through one-on-one mentorship and friendship.
